Bangsamoro Parliament Approves Redistricting Law Ahead of 2026 Elections

The Bangsamoro Parliament has approved a new redistricting law, a move hailed by Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU) Secretary Carlito Galvez Jr. as a crucial step toward inclusive governance in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). In a statement on Tuesday, Galvez thanked the Bangsamoro Transition Authority (BTA) for responding to the people’s call for the first regular parliamentary elections in the region.

Parliament Bill 415, passed in a special session on January 12, establishes 32 single-member parliamentary districts across BARMM. The law meets a key legal requirement for the elections scheduled in March 2026, allowing the Commission on Elections (Comelec) to proceed with preparations under the Bangsamoro Organic Law and Supreme Court directives.

A Milestone for Democratic Transition

Galvez described the law’s passage as a major step toward building a fully representative and democratic government in BARMM. He noted that the move aligns with the Marcos administration’s peace and reconciliation agenda and its commitment to implementing all signed Bangsamoro peace agreements.

He also expressed gratitude to BARMM Chief Minister Abdulraof Macacua for certifying the bill as urgent, and to Parliament Speaker Mohammad Yacob for guiding its passage. “By acting with urgency and responsibility, the Bangsamoro Parliament has addressed a pressing issue that once threatened to delay the region’s full democratic transition,” Galvez said.

Elections as a Foundation for Peace and Governance

The OPAPRU chief emphasized that the upcoming BARMM elections are more than a political exercise—they are essential to establishing lasting peace, legitimacy, and public participation in governance. “Holding credible elections sustains and builds on the gains of the Bangsamoro peace process and strengthens democratic governance,” he said.

Galvez added that empowering citizens to choose their leaders reinforces trust in government and strengthens democracy, embedding peace and unity in society. “The passage of the BARMM redistricting law is a testament to the resilience of the Bangsamoro people and their leaders in pursuing democratic self-governance,” he concluded.

“Today, we celebrate another stride toward peace, representation, and integrity in governance. May this achievement inspire continued work for enduring peace in the Bangsamoro, ensuring that no one is left behind.”
