Mindanao’s First SMARTER System Launched In Soccsksargen

Region 12, also known as Soccsksargen, has become the first in Mindanao to roll out the SMART Automated Response and Tracking for Emergency Reporting (SMARTER) system. The Department of Science and Technology-12 (DOST-12) and the University of the Philippines formalized the initiative on Monday through the signing of a memorandum of agreement for the SMARTER Soccsksargen project.

Strengthening Local Governance Through Technology

DOST-12 Director Engr. Sammy Malawan said SMARTER Soccsksargen is designed to boost the capacities of local government units (LGUs) by integrating science-based planning, digital innovation, and data-driven decision-making into governance. “Imagine seeking information, services, or opportunities, and finding answers at the tip of your fingers. SMARTER Soccsksargen makes life easier, amplifies tourism, and brings public services within reach, accessible in just one click,” he said.

The project received the endorsement of the Regional Development Council-12, chaired by North Cotabato Gov. Emmylou Taliño-Mendoza. She highlighted that the initiative reflects a regional commitment to prioritize innovation and resilience as pillars of development.

Integration of Project LUNGSOD

SMARTER Soccsksargen incorporates Project LUNGSOD (Link-Up of Geomatics and Social Science Research for the Development of Smart Cities), a UP-developed solution funded by the DOST Smart City program. It features city command and city connect platforms. The command platform includes a smart command and data hub linked to a central center, while the city connect platform provides Geo-ICT solutions and mobile apps for governance, tourism, social services, and businesses.

Gov. Mendoza described the system as “a game changer” for South Cotabato, North Cotabato, Sultan Kudarat, Sarangani, and the cities of General Santos, Koronadal, Tacurong, and Kidapawan. “With real-time reporting, incident tracking, and decision support tools, our local governments are better positioned to act decisively during emergencies,” she said.

Enhancing Public Services and Safety

Dr. Czar Jakiri Sarmiento, deputy executive director of UP’s National Engineering Center, noted that the one-year project marks the first regional deployment of the LUNGSOD Smart Community Solution in Mindanao. It also includes capacity-building programs to ensure LGUs can maximize the system, improving emergency response, public safety, and accessibility of digital services for citizens.
