Baguio City has launched Luzon’s first Mobile CPR Kiosk at Baguio City Hall, bringing emergency response training closer to residents during the celebration of National CPR Day on July 17, 2026. The launch was accompanied by a CPR training session organized by the City Health Services Office–Emergency Medical Services (CHSO-EMS) in partnership with the City Disaster Risk Reduction and Management Office (CDRRMO).

Building a Community of Lifesavers
More than 700 participants, including students, young professionals, and community members, took part in the launch and received CPR training as part of the city's effort to expand access to lifesaving skills.
CPR is an emergency procedure that helps keep blood circulating and oxygen reaching vital organs when a person's heart stops beating. It involves chest compressions and, when appropriate, rescue breathing, making early intervention possible while professional medical assistance is being sought.
City Health Officer Dr. Celia Flor Brillantes emphasized that knowledge of CPR should extend beyond hospitals and healthcare professionals and become a skill shared across local communities.
“It will be transferred from one barangay to another. I know that all our barangay are supporting this so that everyone here in Baguio will know how to save a life,” said Brillantes.
She also encouraged participants to spread awareness about the new facility and its potential use within their own circles.
“Share this with your family members, classmates, and officemates that we have a CPR kiosk here at City Hall,” she added.
The initiative is intended to help more people in the Summer Capital develop the ability to respond during medical emergencies, with the broader goal of improving survival rates through faster intervention.
Bringing Emergency Preparedness Closer
The Mobile CPR Kiosk forms part of Baguio's efforts to make emergency preparedness more community-based. Rather than limiting lifesaving knowledge to trained healthcare workers, the initiative encourages ordinary residents to become capable first responders when emergencies occur.
City Mayor's Office staff Engr. Leandro Tabilog underscored the value of having more people equipped to respond during the crucial moments before professional help arrives.
“Every person trained in CPR is another potential lifesaver, someone who can make the difference between life and death during the critical first few minutes of a medical emergency,” he said.
For Baguio residents, the initiative means more opportunities to learn a practical skill that can be used in homes, schools, workplaces and public spaces. More broadly, expanding CPR awareness across communities can strengthen local emergency preparedness and give more Filipinos the ability to respond when someone experiences a life-threatening medical emergency.
