Senator Francis “Chiz” Escudero backed the newly formed Inter-Agency Task Force on Emergency Socioeconomic Crisis Response in Davao City, calling it a timely local initiative to address the growing impact of rising fuel prices on transportation, goods, and livelihoods.

The senator also encouraged other local government units (LGUs) across the country to consider creating similar mechanisms. He said coordinated local action can help ease pressure on households while national government measures are still being implemented.

Support for Local Crisis Response

Escudero made the statement on Monday, April 13, 2026, as he welcomed the establishment of the task force led by Mayor Sebastian “Baste” Duterte. The group was created to respond to socioeconomic challenges driven by increasing fuel costs that continue to affect commuters, workers, and consumers.

He stressed that local initiatives like this show how governments on the ground can act quickly in times of economic strain. According to him, rising fuel prices are already being felt through higher transport costs and more expensive basic goods.

He also described the move as an example of proactive governance that helps communities respond faster to urgent needs.

“Ang proactive governance na pinakita ni Mayor Baste ang kailangan ng ating mga kababayan upang mabilis na matugunan ang kanilang mga pangangailangan sa mga panahong ito,” Escudero said.

LGU Model for Broader Adoption

The senator said the structure used in Davao City could serve as a model for other LGUs facing similar challenges brought by fuel price increases. The task force includes subcommittees focused on peace and security, employment, social intervention, economic measures, health, and energy, allowing for a more coordinated response across sectors.

Escudero noted that local task forces can complement national programs by making assistance more targeted and faster to deliver at the community level. He has earlier supported targeted fuel assistance for sectors most affected by the crisis, including public transport drivers, farmers, and fisherfolk.

Davao City’s task force was formed under Executive Order No. 07, Series of 2026, which directs city departments to help stabilize prices, ensure supply of essential goods, protect jobs, and coordinate with the local price council. It took effect after the national government declared a State of Energy Emergency.

As fuel prices continue to affect transport fares and the cost of basic goods, Escudero said stronger local coordination can significantly help cushion the impact on ordinary Filipinos. He added that combining local and national efforts may be key to ensuring faster and more responsive support for affected communities.
