Shifts In House: Expanded Minority And Independent Bloc Take Shape

The 20th Congress opened with the predictable reelection of Leyte Rep. Martin Romualdez as Speaker, garnering an uncontested 269 votes. But while leadership stayed the same, deeper political shifts became apparent—marked by a strengthened minority and the rise of an independent bloc.

Names like Reps. Toby Tiangco, Duke Frasco, and Albee Benitez had been floated as potential challengers, but none emerged. Instead, 34 lawmakers abstained—a surprisingly high number, hinting at growing discontent within the ruling coalition.

A Stronger, More Vocal Minority

A broader and more assertive minority bloc has taken shape, composed of Liberal Party veterans, Akbayan reps, and members of the progressive Makabayan coalition. Notable figures include Reps. Leila de Lima, Kaka Bag-ao, Krisel Lagman, Chel Diokno, and Antonio Tinio.

“This is no longer just about numbers,” said De Lima. “The public is calling for accountability, transparency, and leaders who won’t just follow orders.”

The bloc is expected to challenge budget proposals, scrutinize executive spending, and provide more robust oversight—roles that had been muted in the previous Congress.

Independents Break Away from Traditional Blocs

More disruptive than the minority’s growth is the emergence of independents who align with neither majority nor minority. Leading them are Reps. Tiangco, Benitez, and three members of the Duterte family—Paolo, Omar, and Harold—as well as Rep. Isidro Ungab.

These lawmakers either abstained or walked out of the Speakership vote, citing disillusionment with House leadership and the handling of the national budget.

“This is not governance—it’s a game of thrones,” said Rep. Paolo Duterte. Tiangco and Benitez likewise criticized the Speaker’s leadership and lack of transparency, especially amid controversies tied to the 2025 budget and Romualdez’s rift with Vice President Sara Duterte.

Implications for Governance and Legislation

The strengthened minority and rise of independents signal a more contested political landscape. With more lawmakers willing to dissent, Speaker Romualdez may find it harder to unify the chamber.

While his leadership has delivered high legislative output, it has also faced criticism for fueling polarization—on charter change, confidential funds, and impeachment threats.
