8.8 Million Filipinos Lifted Out of Poverty in 2025, DEPDev Reports

The Philippines recorded a sharp reduction in poverty as 8.8 million citizens moved above the official poverty line between 2021 and 2025, bringing national poverty incidence down from 18.1% to 9.7%. Socioeconomic Planning Secretary Arsenio Balisacan presented the figures during a House Development Budget Coordination Committee briefing, citing economic recovery and target social protection programs as primary drivers.

The official statistics align with private sector metrics, including Social Weather Stations survey data showing self-rated poor families dropped from 14.5 million in March to 13.6 million in June.

Inflation Threatens Vulnerable Households

Despite the significant decline, the Department of Economy, Planning, and Development (DEPDev) warned that elevated inflation poses a direct risk to these achievements. Although price growth slowed to 6.2% in July 2026—the third consecutive monthly decline—it remains above the government's target range of 2% to 4%. Balisacan noted that sustained price pressures disproportionately affect low-income families and could slow or reverse recent improvements in living standards if left unaddressed.

Policy Shift Toward Investment and Exports

To protect these gains and drive long-term development, economic managers are advocating for a structural shift in the country's growth model. Rather than relying predominantly on household consumption, DEPDev plans to expand the economy by expanding foreign exports, increasing capital investment, and strengthening local industrial and agricultural output.
