Prime Infrastructure Capital Inc. (Prime Infra), the company headed by businessman Enrique Razon, announced significant changes to the leadership of its water and energy subsidiaries, Manila Water Co. and Prime CoreGen, signaling a strategic reshuffle at the top.
New Leadership for Manila Water
Effective January 1, 2026, Roberto Jose Locsin, Manila Water’s current chief administrative officer and chief operating officer for international business, will step into the role of president and CEO. He will take over from Jose Victor Emmanuel de Dios, who is set to retire from the position at the end of December.
Locsin has been pivotal in Manila Water’s expansion efforts, handling corporate administration, operational efficiency, and performance enhancement initiatives since Prime Infra became a shareholder.
Prior to joining the company, he served as CEO of Philippine Growth Terminals under ICTSI, managing port operations in Subic and Cagayan de Oro, and held senior consulting roles with Capgemini and Ernst & Young Advisory in New York, focusing on strategy, business transformation, and mergers and acquisitions.
De Dios Moves to Prime CoreGen
De Dios will move to lead Prime CoreGen, Prime Infra’s arm that manages its recently acquired gas assets.
“Aligning our leadership team with the company’s growth objectives is key to maintaining strong operations and delivering critical infrastructure that benefits the country,” said Prime Infra president and CEO Guillaume Lucci.
De Dios brings extensive experience in the energy sector to Prime CoreGen in Batangas where he will oversee four operational gas-fired power plants in Batangas: Santa Rita (1,000 MW), San Lorenzo (500 MW), San Gabriel (450 MW), and Avion (97 MW). He will also manage the upcoming 1,200-MW Santa Maria plant and the offshore liquefied natural gas terminal, positioning the company for expanded energy operations in the region.
