Borongan City’s declaration as being under a Stable Internal Peace and Security Condition (SIPSC) is expected to give tourism in Eastern Samar a major boost, with local officials saying the milestone strengthens the province’s appeal as a safe travel destination.
Eastern Samar Lone District Rep. Christopher Sheen Gonzales said peace and security play a key role in travelers’ decisions, particularly when visiting a provincial capital. With Borongan now officially declared insurgency-free, he said the city is better positioned to welcome more tourists and investors.
Safer City, Stronger Tourism
Gonzales said the city’s improved security sends a positive message to visitors who may have previously been discouraged by concerns over conflict.
“How can we invite tourists if we still have conflict? We are proud that Borongan has achieved this status since visitors are always concerned about what’s going on in the provincial capital,” he said in a statement on Wednesday.
Borongan was declared insurgency-free on July 13, becoming the 21st local government unit in Eastern Samar to achieve the security milestone. Gonzales also cited the availability of regular commercial flights to Borongan City Airport as another factor that could help drive tourism growth.
Surfing and Nature Attractions Take Center Stage
The city has been promoting itself as one of the country’s emerging surfing destinations through the annual Surf City Competition at Baybay Beach, which has attracted surfers and enthusiasts from across Eastern Visayas and other parts of the Philippines since 2019.
Borongan is also expanding its eco-tourism offerings by developing island barangays into diving destinations and reopening the Hebacong Sea of Clouds and Nature Park, giving visitors more reasons to explore the city.
Meanwhile, Philippine Airlines recently increased its Borongan-Manila service via Cebu from two to three flights a week, improving access for travelers.
Gateway to Eastern Samar
Local officials hope Borongan’s improved peace and security situation will encourage tourists to discover more of Eastern Samar, home to attractions such as the Balangiga Bells, Calicoan’s surfing beaches, Canhugas Nature Park, Minasangay Island Ecological Park, Amandaraga Falls, Sanizi Falls, Apiton Island and Higunom Island.
With stronger security, better connectivity and a growing list of attractions, Borongan is expected to serve as a gateway for travelers exploring Eastern Samar.
