In a move to ease the financial burden on residents and local businesses, Manila Mayor Francisco “Isko Moreno” Domagoso has signed Ordinance No. 9118, granting a general tax amnesty across the city. The measure took effect on July 8, 2025, and will remain in place until December 31, 2025.
The amnesty covers a broad range of local dues, including unpaid business taxes, real property taxes, regulatory fees, and even penalties related to ordinance violation receipts (OVRs) and official billing receipts (OBRs). These charges, along with associated penalties and surcharges, may now be settled without additional cost during the amnesty period.
Mayor Domagoso emphasized that the move is meant to provide immediate relief to those facing economic hardship.
Understanding the People’s Struggles
During the ordinance signing at Manila City Hall, Domagoso was joined by Vice Mayor Chi Atienza, Majority Floor Leader Mon Yupangco, and other city officials. The mayor acknowledged that many Manileños are still struggling due to ongoing global and local economic challenges.
“Businesses are slow, and the cost of living remains high. We’re doing this to show our people that their government is listening and responding. Mas pinili naming unawain ang mamamayan—this is our way of easing their burden,” he said in a mix of English and Filipino.
A Call for Shared Responsibility
While offering reprieve, Domagoso also reminded the public of their duty as responsible taxpayers and citizens. He urged individuals and business owners to take advantage of the amnesty and settle their dues voluntarily.
“In return for your trust, we promise to do better. We will be more efficient, transparent, and accountable,” he said. “This is not just about forgiveness—it’s about partnership,” he added.
Residents interested in availing of the amnesty may coordinate with the city treasurer’s office or their respective barangay halls for guidance on how to proceed.
