Ilocos Hospital Opens P33.69-M Lab to Boost Disease Testing

Patients and health workers in Northern Luzon are set to gain faster access to infectious disease testing with the opening of a P33.69-million Biosafety Level 2 laboratory at the Ilocos Training and Regional Medical Center (ITRMC). The facility is expected to strengthen the region’s ability to detect diseases locally while reducing the need to send specimens to national reference laboratories.

Located at the regional hospital, the laboratory was established through the Department of Health (DOH) Asian Development Bank Health System Enhancement to Address and Limit Covid-19 or Heal Project. Its capabilities include polymerase chain reaction (PCR) testing, microbiology, and virology, allowing a wider range of diagnostic work to be conducted within Northern Luzon.

The laboratory’s BSL-2 designation also allows specimens to be handled on site under containment measures designed for pathogens that pose moderate risks to personnel and the community. This is particularly important for a regional health system that needs to respond quickly when infectious disease cases or possible outbreaks emerge.

Faster Testing, Stronger Surveillance

Beyond serving as a diagnostic facility, the new laboratory is intended to perform three major functions: diagnostics, surveillance, and training. Local processing of PCR and culture-based tests can help doctors obtain confirmation sooner, while information generated by the facility can contribute to regional monitoring of infectious diseases.

The facility is also expected to strengthen the skills of healthcare professionals. Workers from across Northern Luzon will have access to practical training and research opportunities involving molecular diagnostics, microbiology and virology, helping develop more personnel capable of operating advanced laboratory platforms.

For ITRMC Medical Center Chief Dr. Unity Cortez, the laboratory represents years of work toward improving the capacity of DOH hospitals to respond to infectious diseases. She described the project as the product of four years of planning, construction, and coordination.

“Buildings and equipment alone do not save lives — it is the dedication, competence, commitment and compassion to care for the people that truly makes the difference,” Cortez said.

Cortez also emphasized the importance of coordination among the people and institutions involved in running the facility, particularly to ensure that its capabilities are fully utilized.

“Together, we can do it. Let us work with unity, and let us always put our patients first,” Cortez said during the recently held inauguration of the facility.

Building Northern Luzon’s Health Response

The new laboratory is part of wider efforts to improve regional diagnostic capacity and strengthen preparedness for public health emergencies. Keeping specimen testing within the region can help reduce the time needed to confirm potential outbreaks and generate information that health authorities can use when developing prevention and control measures in nearby provinces.

Its role is expected to extend beyond individual patient testing. By combining diagnostic services, disease surveillance, training and research, the facility can help build a stronger network of health professionals and institutions capable of responding to infectious disease threats.

For ordinary Filipinos in the Ilocos Region and Northern Luzon, faster testing can mean quicker confirmation of suspected infections and earlier decisions on treatment and public health measures. More broadly, expanding diagnostic capacity outside Metro Manila can make the country’s health system more responsive during outbreaks by allowing regions to detect and respond to threats closer to the communities they affect.
