Discord Ban Lifted in Under 24 Hours After DICT–CICC Talks

The Department of Information and Communications Technology (DICT) has lifted a nationwide block on Discord in less than 24 hours, after officials said compliance talks with the platform’s executives addressed child-safety and local-presence concerns.

Inquirer reported the confirmation on Thursday, citing DICT and the Cybercrime Investigation and Coordinating Center (CICC). The short-lived restriction followed a DICT/CICC directive tied to online child safety—issued after recent school shootings—and drew heavy criticism from users who rely on Discord for work, school, and business.

Why Discord Was Blocked

CICC had given Discord and Reddit a 24-hour deadline to establish a Philippine presence or designate a local representative, Inquirer reported. Philstar reported that an extension was granted only to Reddit. Discord had written to signal willingness to discuss teen-safety measures, but no extension was granted pending direct talks.

Major telcos then restricted Discord. Former DICT undersecretary Jeffrey Ian Dy said PLDT, Globe, and DITO began blocking around 8 p.m. on Sept. 22, according to Bilyonaryo.

Talks, Apology, and a “Green Lane”

DICT Secretary Henry Rhoel Aguda said the companies “acknowledged the issue,” Inquirer reported. CICC executive director Undersecretary Renato Paraiso apologized for the disruption and said Discord—like Reddit—had promised a monitoring “green lane” to help identify threat actors. Officials also asked about safety standards, rapid-response mechanisms, and age-verification systems.

Freelancers Caught in the Crossfire

Dy pointed to Discord communities used by virtual assistants—including Barangay VA Helpdesk, which he said has more than 12,000 members—and estimated about 15,000 legitimate Filipino workers were put at risk (Bilyonaryo / Inquirer). He also questioned the legality of a unilateral block, citing a Supreme Court ruling against taking down online resources without a court order.

What Changed—and What Didn’t

The ban’s quick reversal ends the immediate outage, but accountability demands remain. Reddit received more time; Discord was blocked first, then restored after talks.
