More than 3,000 persons deprived of liberty (PDLs) and personnel from the Bureau of Jail Management and Penology (BJMP) in Iloilo underwent Hands-Only CPR training as part of the Sagip CPR rollout conducted on April 22–23, 2026.

The initiative was carried out in BJMP Male Dormitories located in Jaro and Pototan, areas where space constraints and limited mobility can make emergency response particularly challenging. In such settings, immediate action during medical incidents is critical, especially when professional medical assistance may not be readily accessible.

Inclusivity for All

The training was conducted in partnership with the Philippine Heart Association Western Visayas Panay Chapter, bringing structured emergency response education directly into correctional facilities.

In Jaro, a total of 1,632 participants, including PDLs and BJMP personnel, took part in the program. This was followed by a second session in Pototan, where 1,567 individuals received the same hands-on instruction. For many of those involved, it marked their first formal exposure to CPR techniques and emergency response protocols.

Participants were guided through chest compression techniques, proper response procedures, and the importance of acting quickly in cases such as cardiac arrest, where timely intervention can significantly affect survival outcomes.

For many PDLs, the experience introduced a new sense of capability. Despite being in a restricted setting, they are now equipped with knowledge that allows them to assist others during critical situations. The training reinforced that even in confined environments, individuals can take on active roles in emergency response.

Extending Impact Beyond Facility Walls

The value of the training is expected to continue beyond the immediate setting. As PDLs prepare for reintegration into society, the skills they have acquired can be applied in their homes and communities, where emergencies can occur without warning.

This adds another layer to rehabilitation efforts, focusing not only on compliance but also on practical life skills that contribute to community safety.
