The Philippine National Police (PNP) assured the public it is fully prepared to secure the upcoming “Trillion Peso March” on Nov. 30, emphasizing that citizens will be allowed to protest peacefully while authorities clamp down on violence or unlawful acts. Acting PNP Chief Lt. Gen. Jose Melencio C. Nartatez Jr. said the police are adopting a dual approach: maximum tolerance for protesters exercising their rights and zero tolerance for disruptions.

“We are ready for the Trillion Peso March. Our approach is clear—maximum tolerance for those peacefully exercising their rights, and zero tolerance for any form of violence or unlawful activity,” Nartatez said. He cited the recent two-day religious gathering attended by roughly 650,000 participants as proof that large-scale events can proceed without incident through coordination and discipline.

Nartatez also encouraged rally participants to follow security guidelines and respect police protocols to help maintain order.

Full Alert Status and Deployed Forces

During a press briefing at Camp Crame, PNP Public Information Office chief Brig. Gen. Randulf T. Tuaño confirmed that the police force remains on full alert as part of preparations for nationwide gatherings on Nov. 30. Officers will continue wearing Type C general office attire under current mobilization guidelines.

The full alert status was first declared on Nov. 14 following an Iglesia ni Cristo event in Manila and a pro-Duterte rally in Quezon City—both of which were held peacefully, according to the PNP. Nartatez said learnings from these assemblies are being incorporated into deployment strategies for the Trillion Peso March to ensure better crowd and traffic management.

As of Wednesday, 167 personnel have already been stationed in Mendiola as part of early deployment, while wider assignments across key protest sites are still being finalized.

Safety Reminders and Traffic Advisories

Authorities urged participants to avoid bringing prohibited items and follow established security measures to ensure a safe environment for all. Tuaño stressed that cooperation between protesters and law enforcers is crucial in safeguarding public spaces and enabling peaceful demonstrations.

Motorists and nearby communities were warned to expect heavier traffic due to security checkpoints and possible rerouting. The public is advised to monitor official PNP updates for advisories on road closures and safety protocols.
