San Juan Breaks Ground On P30-M Modern Animal Care Center

San Juan City has begun constructing its new P30-million Makabagong San Juan Animal Care Center, marking a major step toward upgrading the city’s animal welfare and veterinary facilities. The project broke ground on November 26 under the leadership of Mayor Francis Zamora, replacing the old City Pound that has long struggled with flooding and overcrowding.

A Modern, Climate-Resilient Facility

City officials said the center is designed as a three-story, flood-resilient structure equipped to meet rising demands for animal rescue, population management, and veterinary care. They emphasized that the upgrade aligns with San Juan’s broader push for sustainable and disaster-ready public services.

The first level will feature a dog park, visitor parking, a lift, an isolation area for quarantined animals, and a dedicated cremation room for humane end-of-life services. On the second floor, residents will find an adoption and records area, a full veterinary clinic with a surgery room, grooming and washing stations, an infirmary, and separate kennels for cats and dogs, alongside staff amenities and food preparation areas.

The top floor will include a veterinary office, nursery for young animals, a medical supply storage area, an enclosed playground for cats, and additional dog kennels with play spaces. Mayor Zamora highlighted that the center will significantly strengthen San Juan’s capacity to rescue animals, provide medical care, and support responsible pet ownership. Officials also noted the elevated construction and durable materials designed to withstand flooding, ensuring uninterrupted operations during extreme weather.

Animal Welfare Inclusivity

City leaders added that the project forms part of San Juan’s ongoing efforts toward modern, sustainable urban governance, balancing growth with preparedness, humane treatment of animals, and improved community welfare.
