CHED, PCG Collaborate To Train Students In Disaster Response And Environmental Care

The Commission on Higher Education (CHED) has partnered with the Philippine Coast Guard (PCG) to strengthen disaster preparedness, environmental stewardship, and civic responsibility among students in higher education. The collaboration was formalized on Wednesday, September 17, through a Memorandum of Agreement (MOA) designed to embed life-saving knowledge and skills into the academic experience.

Integrating Disaster Preparedness in Education

CHED Chairperson Dr. Shirley C. Agrupis emphasized that the agreement goes beyond administrative formality, calling it a “firm declaration of shared resolve” to shape future leaders grounded in discipline, patriotism, and social responsibility. The initiative is anchored on enhancing the National Service Training Program–Civic Welfare Training Service (NSTP–CWTS) by integrating the PCG’s expertise in disaster risk management, maritime safety, and community readiness.

The partnership seeks to develop graduates who are both career-ready and nation-ready, capable of responding effectively to emergencies and safeguarding communities. By incorporating the Coast Guard’s hands-on knowledge into the classroom, students gain practical skills that prepare them for natural calamities and maritime incidents.

“This partnership is a bridge between the classroom and the open seas, between policy and practice, between aspiration and action,” Agrupis said.

Student Readiness as a National Priority

Beyond equipping learners with professional competencies, the collaboration underscores the importance of student preparedness in times of crisis. Embedding disaster response education in higher education ensures that young Filipinos are not only able to thrive in their chosen careers but also contribute meaningfully to community resilience. 

This focus on readiness highlights the broader role of education in producing citizens who can act decisively during national emergencies.

Through this initiative, CHED and the PCG reaffirm their shared commitment to building a generation that values preparedness, environmental care, and service to the nation—skills essential in facing both everyday challenges and extraordinary disasters.
